According to the Infometr 2019 report on the “Openness of Regional Executive Bodies in Russia,” the North Caucasian republics of Kabardino-Balkaria, Chechnya, Dagestan and Ingushetia have the worst web portal transparency of their governments.
The web portal of the Ingush government occupied the last (84th) place, with the openness coefficient of 14,481%; followed by the Kabardino-Balkaria government (21,099%); Dagestan (23,690%); Chechnya (23,728%) and Kalykia (26,717). The most transparent government web portals poses: Rostov (100%), the Khanty–Mansi Autonomous Okrug – Yugra (100%), Tomsk (99,283%) and Kaluga (97,705%).
The experts of Infometr evaluated the government websites based on the information posted on them about what services and information they provided, how to get services or information, the possibilities to receive them online, or to track the provision of information and services, as well as the ability to evaluate the work of the regional government.
The Infometr project center was established in 2008 to provide consulting services on maintenance and filling of online resources of federal and municipal bodies, as well as the media sources in Russia. It is comprised of lawyers, political scientists, sociologists, and IT specialists which develop lists of audit parameters for the website portals, publish openness ratings, track the open data development, as well as consulting services.
