On August 25, Azerbaijan's Border Guard Service said that two Armenian soldiers attacked and injured an Azerbaijani border guard. Azerbaijan has blamed Armenia for the consequences of the incident. For its part, Armenia has denied information about the alleged incident, calling it a "lie".

On the same day, Azerbaijani border guards blocked a section of the Goris-Kapan road that runs through Azerbaijani territory. The road, which connects southern and northern provinces of Armenia, has thus been cut off. Russian border troops stationed in Armenia are trying to mediate between Yerevan and Baku, so far without success. The Armenian population from the villages of Shurnukh and Vorotan has been partially evacuated, the vice-governor of Armenia's Syunik province, Narek Babajan, told Sputnik-Armenia. 

Commenting on the situation, Armenian Prime Minister Nikol Pashinyan said Azerbaijan's behavior violates Russian-Armenian agreements.

It should be recalled that relations between Baku and Yerevan have been enormously strained in recent months. Shootings regularly occur on the border as well as in Nagorno-Karabakh, where a Russian peacekeeping contingent is stationed.  Azerbaijan accuses Armenia of moving its troops into Nagorno-Karabakh through the Lachin Corridor and refusing to abide by the terms of the November 9, 2020 Trilateral Declaration. Yet Baku and Yerevan interpret these provisions differently. While Azerbaijan demands the opening of the so-called "Zangezur Corridor" through Armenian territory with an extraterritorial status, Armenia clearly excludes it.
