Pashinyan assumes Azerbaijani plan on Goris-Kapan road

Armenian Prime Minister Nikol Pashinyan announced the possible reason for the inspection of Iranian trucks on the Goris-Kapan road in the territory controlled by Azerbaijan.

Pashinyan recalled that in December 2020, the Armenian Armed Forces withdrew from the border inherited from Soviet Armenia: "The Goris-Kapan road crosses the border of the Republic of Armenia or Soviet Armenia in two parts."

Pashinyan said that in December, an agreement was reached on the free use of the road by vehicles and the transit of goods.

"I think that Azerbaijan applies this mechanism, as the text of the agreement does not contain a provision on the transfer of foreign cargo," he said.

According to Pashinyan, accepting the need to open communications in the region, Armenia notes that foreign goods crossing the country's border must pass through customs, hold passports, and other points in accordance with the CIS legal framework.

On September 13, the State Customs Committee issued a statement in connection with the information spread on various media outlets about the collection of road tax and other customs payments from vehicles passing through the territory of the Republic of Azerbaijan. When leaving the territory of the Republic of Azerbaijan, vehicles of foreign countries are subject to road tax.

According to this code, vehicles are subject to road tax, state duty for the issuance of a permit regulating international road transport in the territory of the Republic of Azerbaijan in accordance with Article 24 of the Law of the Republic of Azerbaijan "On State Duty."

At present, the customs authorities ensure the implementation of the provisions of the legislation in this direction throughout the country.
