According to the head of the Armenian Security Council, Armen Grigoryan, the Security Council of Armenia intends to establish a foreign intelligence service. During the parliamentary hearings, he stated that the agency will be established as part of extensive changes affecting the police, the Defence Ministry, and the military. It will be executed by the administration and parliamentary group of the ruling Civil Contract party.

"We intend to establish a distinct foreign intelligence agency as part of these changes. With its partners, the Office of the Security Council has begun negotiations over the establishment of the new agency," said Grigoryan. Armen Grigoryan refuted claims that the discussions between Armenia and Azerbaijan were at a standstill and that a new conflict was imminent.

These accusations surfaced when Grigoryan and a presidential assistant from Azerbaijan could not meet as scheduled because of Azerbaijan. These charges have also emerged due to the lack of information regarding the upcoming meetings of the boundary delimitation commissions.

"No, I would not say that the talks have deadlocked. The first meeting of the delimitation commissions took place at the border. The next meetings should take place in Moscow and Brussels, and we hope that soon an agreement will be reached and the meetings planned will take place. You know that there was a meeting of the deputy prime ministers in St. Petersburg to unblock communications. Generally speaking, an attempt was made to bring positions closer", the head of the Armenian Security Council said in an interview.

He said discussions are continuing: "I hope to be able to meet with the Azerbaijani presidential aide soon. The agenda of that meeting is being discussed."
